The Health and Safety (Safety Signs and Signals) Regulations 1996

TRANSITIONAL PROVISIONS END ON 24th DECEMBER 1998

These Regulations came into force on 1st April 1996 to implement a European Council Directive of June 1992. They set down new rules governing the design of all new safety signs (for instance fire escape, prohibition and hazard signs) in buildings.

Transitional provisions meant that the Regulations did not apply immediately to previously existing signage. Those provisions come to an end later this year. As a result, there may well be a last-minute rush to have old signs checked and brought up to date.

Some sign manufacturers are currently offering free inspections and a special price for replacing any signs affected by this change.

To avoid the rush (and possible withdrawal of "special offers" as the date approaches) we are advising clients to take advantage of the offers now available and have their buildings inspected in the near future.

Amongst the principal effect of the Regulations are:

  • All affected signs will have to include a pictogram. Old-fashioned signs (for instance consisting only of the words "Fire Exit" or "First Aid") will no longer be acceptable.

  • Marking of obstacles, dangerous locations and traffic routes must be brought up to date.

  • Some entirely new standard signs have been introduced.

  • Minimum requirements for acoustic signals, hand signals and verbal communication are stated.

Some of these regulations have now been in force for over 2 years. If old signs are not brought up to date by 24th December this year, the Health and Safety Executive or other enforcing authority may be expected to become involved.
